Minutes of Board Meeting, 2 March 2005

The meeting of the Sawyers Creek Community Association Board of Directors was held at Community Wesleyan Church, Turnersville, NJ. Board Members present were President Victor Gaffney, Vice President John Vece, Secretary Melissa Redrup, Treasurer Kristine Robinson, and Member-at-Large Rocco Siravo. Also in attendance were Ann Driscoll with Community Management Services Group, Mayor Paul Moriarty of Washington Township, Council Representatives Anita LaPierre & Michelle Martin, and Annina Hogan, Engineer Remington & Vernick. 101 residents were in attendance.

Victor Gaffney called the meeting to order at 7:18pm.

Victor thanked the Pastor of the church for allowing the meeting to be held at his church. Victor also thanked all the residents for coming out for this important meeting. Victor introduced the Mayor, Council, Engineer and CMSG's new Community Manager to the residents. After the introductions, Mayor Moriarty gave a brief speech on his meeting with Sal Messina, the Board of Directors and Ann Driscoll of CMSG that was held at the township building on 1/26/05. Mayor Moriarty assured the residents that the paving issues will be resolved. Annina Hogan w/Remington & Vernick will closely work with Sal Messina and follow up on the pending paving issues. She has been directed by the Mayor to closely monitor Sal's work, and verify that the work is being completed in a timely manner, as promised. The Mayor also brought to the residents attention, the diagram of the sign that KHOV has agreed to erect for Sawyers Creek Community. The original plot plan was approved, years ago, without approval for a sign. KHovnanian (KHOV) took the responsibility for the installation and the cost for Sawyers Creek signage. The diagram of the sign was posted in front of the meeting for all residents to view. A hand out was also given to each resident at the time of signing in. There were comments from the residents that they wanted all concrete, or why is the material wood and stone, or why is it shaped like that? Victor verified that KHOV didn't have to supply the sign, and everyone should be happy that Sawyers Creek will finally have a sign. One resident asked if the sign would be lighted. Not at the present time, but Board will consider in the future. Annina verified that the construction of the sign is scheduled to begin in the next few weeks (weather permitting). The majority of the residents seemed pleased with this information on the sign.

Annina Hogan spoke to the residents and asked that "we forget the past and move forward." She can't change what happened in past years, but assured the residents that Sal Messina would get the work completed. Annina and Sal had a meeting this morning, 3/2/05, and discussed the paving, basins, drainage, and landscape issues. Sal advised Annina that once the weather cleared, he would begin work on the concrete and paving issues. The residents are very upset with Sal's performance in the past, and want to be assured that this work will get completed once and for all. Annina projected that work should begin approximately 3/28/05, and would allow 3 months for the items on the punch list to be completed. Mayor Moriarty once again, reassured the residents "I promise the work will get done" and explained that the BONDS will not be released until ALL work is 100% completed. A Bond is an insurance policy that is taken out by the Developer at the start of construction, that is required by the Township. Once the performance bond is signed off (after ALL work completed) the developer is still under obligation for 2 years under a maintenance bond.

Annina stated that she received a copy of the pending drainage issues from CMSG, and asked if any residents had any additional concerns or questions to see her after the meeting. One resident asked, "What if the work is not done in 3 months?" Annina asked that we give Sal a chance to complete his projects. Mayor Moriarty asked if any resident had any more questions for him since he needed to leave the meeting. The Board once again, thanked him for attending the meeting.

On a motion by Rocco and seconded by Kristine the minutes for the November 15, 2004 election meeting were unanimous approved.

Rocco introduced himself to the residents, and wanted to thank John Vece for his hard work and dedication for getting the sign issues finally resolved. The Board acknowledged his hard work, and the residents applauded John. Rocco spoke about the finances in Sawyers Creek, and advised the residents that $8,000.00 from last years budget rolled over into the 2005 budget. He briefly reviewed the line items on the budget. A large portion was CMSG management fee and insurance for the common ground areas. Mailings, postage, and copies are also a line item.

Kristine introduced herself, and the web site for the Community. She also thanked Mark Bersalona for his hard work and help with the web site. Kristine was very excited about all the feedback from the surveys. She strongly advised the residents to visit the web site, and to send any concerns to the Board of Directors. The communication between Board members and the community is very important and she encouraged the residents to get involved. She explained that they are still in need of volunteers for rules & regulation committee, newsletter, landscape, or activities committees and if any residents were interested to see her after the meeting or email their names and addresses to her. Kristine informed the residents that the Mayor has open office hours on Thursday from 4pm-8pm at the Township building, and encourage them to visit the Mayor. She is very proud to be working with such a strong Board and many new exciting things will be happening in the community. Kristine turned the microphone over to Melissa to announce some of the events.

Melissa introduced herself, and explained that the Easter Egg Hunt registration form must be in by 3/5/05. She is working on goody bags for the children who participate in the egg hunt, and really encouraged families to register prior to the hunt so no child is left out. Upcoming events are Spring Clean Up-April 9th , Yard Sale- April 23rd, 4th of July bike ride-July 4th , Halloween Parade & Fall clean up-Dates TBA. The minimal cost to participate for some events covers only a small portion of the cost to sponsor these events, and a minimal amount is paid out of the Associations budget. The Board Members primarily pays for the difference. Melissa welcomes any new suggestions or ideas for events.

Residents gave their name/address to Annina for any drainage concerns they had. The Board mentioned for anyone else not in attendance to email the Board through the website and the Board will forward their concerns to the Township Engineer.

Since there was no further business brought before the Board, Victor Gaffney made a motion to adjourn the meeting and seconded by Rocco Siravo the meeting was adjourned at 9:58pm.

The next Association meeting will be held at the Community Wesleyan Church in June/July.
